US and Russian officials are meeting in Saudi Arabia on Tuesday for sanctions negotiations as the Trump administration explores pathways to end the Ukraine conflict.

Kozyrev notes negotiating with Putin is difficult, stating that diplomacy without “force” will “lead nowhere.” He points to Russian media reports indicating that “Russia stands on its maximalist demands and made no step even aside from that,” concluding that “only force. That’s the language that Putin speaks at home.”
While De Haan acknowledges that a US-Russia sanctions agreement could benefit both nations economically, he cautions that success depends on inclusive negotiations: “It’s not going to be as successful if Ukraine doesn’t have an active voice at the table [and] if Europe’s interests are forgotten.”
