Cisco is extending its Sovereign Critical Infrastructure portfolio across the EMEA region, positioning the move as a response to rising demand for greater digital control as organisations accelerate adoption of AI and cloud technologies.

The company says governments and enterprises are increasingly looking for ways to modernise infrastructure without sacrificing sovereignty over data, systems, and operational environments.

The expanded rollout reflects that shift, with Cisco aiming to offer more flexible deployment models that support both strict on-premises requirements and hybrid cloud strategies.

“As we navigate an era of digital transformation and AI adoption at a speed that we have never experienced before, the ability to maintain control and autonomy over the most critical data and digital infrastructure has become a strategic requirement for organizations managing complex digital environments,” said Gordon Thomson, SVP EMEA Sales and EMEA President, Cisco. 

“In conversations with our customers across industries and sectors – public and private – we hear a consistent question when it comes to addressing their sovereignty objectives. How can we innovate without compromising sovereignty, security, or trust?”

Rising pressure for digital sovereignty across industries

The expansion comes against a broader backdrop of intensifying focus on digital sovereignty, particularly in Europe but increasingly across the Middle East and Africa as well.

Regulators and national governments are placing greater emphasis on ensuring that critical data and infrastructure remain under local control, especially in sectors such as public services, defence, finance, and healthcare.

At the same time, organisations are under pressure to adopt AI-driven systems and cloud-native architectures to stay competitive. This has created a tension between innovation speed and control – one that vendors are now racing to address.

Competitors such as Microsoft, Amazon Web Services, and Google Cloud have all introduced “sovereign cloud” or regionally constrained cloud offerings in recent years.

However, Cisco is differentiating itself by focusing more heavily on infrastructure-layer control – particularly networking, security, and on-premises compute – rather than purely cloud-hosted sovereign environments.

A modular infrastructure portfolio

Cisco’s Sovereign Critical Infrastructure portfolio spans its core enterprise technology stack, including networking, security, collaboration, compute, and infrastructure management.

On the networking side, this includes Catalyst switching and wireless systems, SD-WAN, and high-performance routing platforms such as Nexus and ASR series hardware.

In security and compute, the portfolio includes Secure Firewall and Cisco’s Unified Computing System (UCS), designed for controlled, localised deployments.

The collaboration layer includes Cisco Meeting Server, on-premises Webex Suite components, Unified Communications Manager, and enterprise-grade endpoints for voice and video. Meanwhile, infrastructure management and AI-ready operations are supported through tools such as Intersight, Catalyst Center, and Splunk Enterprise.

Cisco is positioning this stack as “AI-ready infrastructure under sovereign control,” allowing organisations to run modern workloads – including AI processing – without relying on external cloud dependencies where this is not permitted or desirable.

A key part of the strategy is flexibility. the company is explicitly targeting a spectrum of customer requirements, from fully air-gapped environments with no external connectivity, to hybrid architectures where sovereign infrastructure coexists with public cloud services.

Operational autonomy and compliance focus

Beyond product capabilities, Cisco is also emphasising operational sovereignty – ensuring customers can maintain control not only over data, but over how systems are managed and supported.

This includes the ability for systems to operate without continuous internet connectivity, as well as licensing models that allow continued use in constrained or disrupted environments. Cisco argues that this is critical for sectors where resilience and continuity are non-negotiable.

To support deployment at scale, Cisco is expanding its Critical National Services Centres (CNSCs) across EMEA, including in the UK, France, Spain, and Italy. These centres provide regionally controlled support services aligned with sovereignty requirements, including restricted access environments and cleared personnel.

On the compliance front, Cisco is aligning its infrastructure portfolio with emerging cybersecurity frameworks, particularly within the EU.

The company highlights progress on EU Cybersecurity Certification (EUCC), with products such as the Nexus 9K data centre switches and Intersight Appliance already achieving Substantial certification.

Competitive landscape and market implications

The push into sovereign infrastructure comes at a time when enterprise IT architecture is undergoing a structural shift.

Cloud adoption is no longer a binary decision, and most large organisations are now operating in complex hybrid environments that blend public cloud, private cloud, and on-prem infrastructure.

This has intensified competition among major vendors. Hyperscalers are expanding sovereign cloud regions and “data boundary” offerings, while traditional infrastructure vendors like Cisco are reinforcing their relevance by focusing on control at the network and infrastructure layers.

The implication for enterprises is that sovereignty is becoming a standard design constraint rather than a niche requirement.

Whether driven by regulation, national security concerns, or internal governance policies, organisations are increasingly expected to demonstrate where their data resides and how it is controlled.

Cisco frames its strategy as one of balance rather than restriction. The company argues that sovereignty should not mean isolation from global innovation, but rather structured control over how that innovation is deployed.

In practice, this means enabling organisations to adopt AI, automation, and cloud-native tools while maintaining compliance with local regulatory requirements and internal governance standards.
