The framework arrives as global interest in tokenized financial instruments accelerates and Hong Kong continues to strengthen its position as a jurisdiction with clear digital asset policies and established legal foundations. TSF is designed to standardize the full lifecycle of tokenized securities offerings, from initial structuring and issuance through distribution, settlement, servicing, and ongoing operations, while maintaining strict alignment with existing regulatory requirements. At launch, the framework adopts the ERC-3643 token standard, which embeds compliance controls directly at the asset layer to enable permissioned participation by qualified investors. The architecture remains technology-agnostic, allowing integration with multiple blockchain protocols and accommodating evolving market infrastructures as the ecosystem matures.
TS Connect Execution Layer, Cross-Chain Interoperability, And Banking System Integration
The framework’s operational layer, TS Connect, serves as the execution and access interface, handling investor onboarding, distribution workflows, and ongoing participant engagement through compliant channels. It also supports controlled deployment via sandbox environments and pilot transactions, enabling interoperability testing and integration with existing financial systems.
Each partner contributes distinct capabilities across the value chain: FORMS HK manages infrastructure orchestration and banking system integration; Chainlink provides cross-chain interoperability through its Cross-Chain Interoperability Protocol and policy enforcement via its Automated Compliance Engine; APEX Group delivers tokenization technology and institutional asset servicing; and CSpro, Hong Kong’s first Securities and Futures Commission-licensed broker-dealer specializing in tokenized securities offerings, handles asset origination and regulated distribution through licensed intermediaries.
The initiative further connects tokenized securities with emerging digital money infrastructure, including tokenized deposits and bank-based settlement mechanisms, to enable delivery-versus-payment processes that meet institutional standards. By aligning operational workflows with regulatory requirements without requiring market participants to replace core systems, TSF aims to provide a scalable and practical path for institutional adoption.

The founding partners plan to expand the ecosystem through continued industry collaboration and pilot programs, positioning the framework as a foundational component of Hong Kong’s developing digital capital markets.
