Flash flooding has parts of central Texas under a disaster declaration and state of emergency. More than 20 inches of rain has fallen in parts of central Texas causing families to evacuate their homes, and rescue units to conduct upwards of 25 water rescues. Officials have confirmed one flood-related death.
