Treasury Secretary Scott Benson’s desire to make President Donald Trump’s tax cuts from his first term permanent presents significant legislative challenges.
Jonathan Davidson, former chief of staff at the Department of Homeland Security under President Biden and a former Assistant Secretary of the Treasury for Legislative Affairs, highlights that tax cuts were temporary due to the reconciliation process — which limits permanency unless fully offset outside the budget window.
The path forward likely requires a bipartisan approach, though Davidson finds that difficult to foresee due to the current reliance on reconciliation.
“I think there’s so much more focus and emphasis on the reconciliation process currently… And, I think with all of the, kind of, chaos that you’re seeing through executive action, it’s hard to see a negotiation breaking out at the moment,” Davidson says.
While discussions may occur behind the scenes, Davidson warns that securing support for a permanent deal, especially on the corporate tax rate, remains a tough sell.
