The Chicago Mercantile Exchange restored most trading operations after an hours-long outage stemming from problems at a data center. Shares of CME Group (CME) dipped in the premarket session on the news.

– Shares of Tilray Brands (TLRY) fell ahead of the US market open after the cannabis company announced that it will implement a one-for-ten reverse stock split of its common stock.
– Shares of Oracle (ORCL) declined in early trading after Morgan Stanley warned a gauge of risk on Oracle Corp.’s debt reached a three-year high in November.
